The Health Purchasing Victoria (HPV) was established in 2001 as an independent statutory public authority on supply chain procurement reform in Victoria, Australia.
In Victoria, “public” hospitals and health services are funded predominantly by government grants and are separate legal entities with a different legal status than other states in Australia. The Victorian State Government added an amendment to the Victorian Health Services Act of 1988 to reform the system and create HPV. In the state of Victoria, HPV serves 76 schedule 1 and 5 (a facilities designation assigned in the Health Services Act of 1988) public hospitals and healthcare services (known as “mandated” health services) that provide healthcare to more than 5 million Victorians (citation Truman). HPV has the authority to enter into collective commercial contracts with supply vendors on behalf of these public hospitals and health services to facilitate best value access to goods and services. HPV may also grant access to non-mandated hospital and health service providers (schedule 2, 3, 4 and 6 facilities). HPV is funded through the Department of Health.
